Rafael Framers
In 1991, Rafael Medina, Jr. started Rafael Construction, Inc., a general contracting company. He saw a great need for a quality commercial/residential framing company in the Las Vegas valley. Mr. Medina seized the opportunity and began a framing division. Due to its noteworthy success, Highpoint Construction Inc., dba Rafael Framers became its own company in 2001, with an unlimited C-3 carpentry license.
Rafael Framers delivers professional structural framing across all major sectors, including community and healthcare facilities, education, multifamily housing, commercial developments, retail and restaurants, casino, hospitality, and recreation environments. Our team is equipped to manage projects of every scale with efficient field operations, precise installation, and dependable coordination.
Our portfolio can be demonstrated with recent projects including the Residence Inn, Otonomus Hotel, Showboat Apartments, MorningStar Senior Living, multiple Fremont District office buildings like The Bend, The Lodge, Bojangles restaurants, Terrible Herbst retail locations, WOW Car Wash sites, Wildfire Casino, Eldorado Travel Center, the Boulder City Railroad Museum, Civica Charter and Legacy Traditional School campuses. We also provide residential framing services ranging from tract home communities to high-end custom homes.

In 2001, following its continued success, Rafael Framers was established as its own entity, Highpoint Construction, Inc., dba Rafael Framers. The company quickly built a strong reputation for delivering superior quality workmanship and exceptional customer service. Recognizing the importance of excellence in leadership and management, Rafael partnered with industry veterans Kenny Lucas and Jim Terry to further strengthen operations and continue the long-standing success of Rafael Framers.

Kenny Lucas brings true hands-on leadership to Rafael Framers with more than 54 years in the framing and construction industry. He began his career in the field and grown through every level of the trade, he understands exactly what it takes to deliver complex projects with safety, efficiency, and craftsmanship. Kenny’s experience spans from small to large commercial builds, giving him a practical, builder-driven perspective that guides teams and strengthens partnerships. His focus remains simple: support the people doing the work and ensure every project reflects the quality and integrity Rafael Framers stands behind.
Jim Terry
Co-Owner & Executive Vice President of Residential Framing Div.
Jim Terry with more than 37 years of experience, oversees operations and client relationships, ensuring projects move forward smoothly and partnerships are built on trust. Jim brings a practical, team-driven leadership style rooted in clear communication and follow-through on every project. Jim is known for mentoring emerging professionals and reinforcing a culture focused on efficiency, quality, and collaboration.
